We are renewing the ageing water pipes and drainage networks in Fremantle's CBD. This work is essential in order to future proof the areas water supply, increase the stormwater capacity in the area, and reduce the risk of flooding.

    Norfolk Street road closure

    Wednesday 14 October 2020, 7am to 5pm

    Thank you for your patience and understanding as essential construction work in Fremantle progresses to renew ageing water pipes and help secure the area’s water supply for decades to come.


    What is happening?

    As part of this essential contruction work, DM Civil on behalf of Water Corporation is required to fully close Norfolk Street to move the pipe alignment from the northern side of the road to the southern side of the road.

    This work will result in a full road closure of Norfolk Street.


    When is this happening? 

    Norfolk Street will be fully closed in both directions on Wednesday 14 October from 7am to 5pm.

    All construction work on Norfolk Street is planned for completion around mid November.


    How will this impact me?

    During the full road closure traffic management will be in place. 

    Stricly local traffic only can access by speaking to traffic controllers stationed at both ends of the street. Traffic controllers will be able to assist local traffic to their driveways or provide alternative directions to non-local traffic. Please expect traffic delays.

    During this closure, the driveway of Unit 1-18/7 Norfolk Street will be accessible from the South Terrace entrance to Norfolk Street. All other driveways can be accessed via the Marine Terrace entry to Norfolk Street.


    Access to footpaths will be maintained and Norfolk Lane will remain open. For more details, view the traffic flow map overleaf. 


    We understand this essential work will impact nearby residents and businesses and apologise for the disruption. We will work closely with you to minimise disruption as much as possible.

    Start of work: Norfolk Street, 5 October

    What is happening?

    Final work on Leake Street and Cantonment Street will finish with the roads fully reopening by 5pm Friday 2 October.  

    Final work on Nairn Street is expected to be completed and the road reopened by 5pm Thursday 8 October. Nairn Street will be fully closed for final reinstatement on Wednesday 7 October.

    Pipe renewal work on Norfolk Street, the final street as part of this program of work, is scheduled to start on Monday 5 October.

    Pipes for Fremantle work is progressing on Marine Terrace between Cliff Street and Suffolk Street, and Drainage for Fremantle work is progressing on Phillimore Street.

    We will have to come back to complete a full reinstatement of High Street from Market Street to Cliff Street at a later date. We will continue to keep you updated.

    Pipes for Fremantle work is scheduled for completion on schedule before the end of November 2020.

    How will this upcoming work impact me?

    Traffic impacts:

    The southbound lane will remain open to allow one-way traffic from Marine Terrace to Norfolk Lane.

    Local and delivery access will be maintained. There will be no access to on-street parking bays.

    5 October to mid November

    Nairn Street between Pakenham Street and Market Street (full closure)

    The westbound lane will remain open to allow one-way traffic from Collie Street to Packenham Street.

    Local and delivery access will be maintained. There will be no access to on-street parking bays.

    On Wednesday 7 October, Nairn Street and the Collie Street and South Terrace intersections will be closed; local traffic will be accessible by speaking to traffic controllers on site. The westbound lane of Nairn Street and the Collie Street and South Terrace intersection will be reopened by 5pm Wednesday 7 October.

    Ongoing to Thursday 8 October

    Marine Terrace between Cliff Street and Essex Street (partial closure)

    Intersections will be closed intermittently, however they will be re-opened each night from 5pm.

    As work progresses new traffic management will be put in place with the westbound lane between Cliff Street and Henry Street reopening and the eastbound lane closing from Wednesday 7 October onwards. 

    Ongoing to mid November

    Marine Terrace between Essex Street and Suffolk Street

    The majority of work will be undertaken within the verge and will have minimal impact on traffic.

    The Norfolk Street and Marine Terrace intersection will be temporarily closed for a few hours on Tuesday 6 October.

    The Suffolk Street and Marine Terrace intersection will also be temporarily closed in late October. More information will be provided closer to the date.

    Ongoing to mid November

    Phillimore St between Market St and Pakenham St (full closure)

    Eastbound detour via Pakenham St, Short St and Market St.  

    Westbound detour via Market St, High St and Cliff St.

    Ongoing to early November 2020

    These timings are subject to change.


    Customer impacts will include:

    • Traffic and pedestrian management will be in place and the area may experience congestion. 
    • There will be an increase in noise, dust, vibrations and activity in the area, especially on Norfolk Street on Monday 5 October as we cut into the ground, and Nairn Street on Wednesday 7 October as we complete reinstatement.
    • There will be a decrease in on street parking where construction work is taking place.
    • Driveway access may be temporarily restricted. While essential work is carried out in front premises, driveway access may be temporarily restricted. We will be in touch with customers directly impacted.
    • Work will typically take place from 7am and 5pm Monday to Friday, and Saturdays as required. This will allow for maximum productivity while offering the community some reprieve from the work on evenings.

    We understand this essential work will impact nearby residents and businesses and apologise for the disruption. We will work closely with you to minimise disruption as much as possible.

    What is happening?

    There is a slight delay to the work on Leake Street and Cantonment Street with final work expected to finish with the roads fully reopening by 5pm on Friday 2 October. Leake Street will be closed for final reinstatement on Thursday 1 October.

    Work is continuing on Marine Terrace between Cliff Street and Essex Street. Work is expected to also start on Marine Terrace from Essex Street to Suffolk Street from early October.

    Pipe renewal work on Norfolk Street, the final street as part of this program of work, is scheduled to start the week of Monday 5 October.

    Work is progressing on Phillimore Street and Nairn Street, with final work on Nairn Street on track to be completed before the week ending Saturday 10 October.

    Leake Street will be closed to carry out full reinstatement on Thursday 1 October. Local traffic will be able to enter the street through talking with the traffic controllers on site. Delays are to be expected in this area.

    Cantonment St between Market St and Queen St (partial closure)

    The westbound lane of Cantonment Street will be closed. 

    Local driveway access will be maintained for the majority of time, with entry via Market Street.

    Ongoing to Friday 2 October 2020


    Nairn Street between Pakenham Street and Market Street (full closure)

    The westbound lane will remain open to allow one-way traffic from Collie Street to Packenham Street.

    Local and delivery access will be maintained.

    There will be no access to parking bays.

    The Collie Street and South Terrace intersection will experience intermittent closures while final work is completed.

    Ongoing to early week ending Saturday 10 October

    Marine Terrace between Cliff Street and Essex Street (partial closure)

    The eastbound lane and intersections will be closed intermittently.

    The intersections will be re-opened each night.

    What is happening?

    Construction work is continuing on Phillimore Street, Leake Street, Cantonment Street, Nairn Street and Marine Terrace between Cliff Street and Essex Street.

    The ongoing pipe renewal and drainage upgrade construction work will result in customer impacts, including night work, a temporary water supply interruption and traffic management. 

    How will this upcoming work impact me?

    Night work:

    Night work will take place near the corner of Cantonment Street and Queen Street from 7pm Monday 21 September to 5am Tuesday 22 September.

    During the night work, you will notice activity in the area and noise from the construction work. 


    Temporary water supply interruption:

    A temporary water supply interruption will impact customers on the below streets from 10pm Monday 21 September to 4am Tuesday 22 September:

    1. Leake Street
    2. Cantonment Street from Market Street to Point Street
    3. Market Street from Phillimore Street to High Street 
    4. Short Street 

    Please let us know if water supply is critical during this interruption period and we will endeavour to supply a temporary water solution.

    Marine Terrace between Cliff Street and Henry Street (partial closure)

    The eastbound lane and intersections will be closed intermittently.

    Intersections will be re-opened each night.


    From 7 September to mid November

    Marine Terrace between Henry Street to Essex Street

    As work progresses, the Marine Terrace and Collie Street intersection will be impacted and new traffic management will be put in place. For more information, please view the traffic flow map overleaf.

    There will be a reduction in parking bays with the northern parking bays closed.

    Phillimore St between Market St and Pakenham St (full closure)

    Eastbound detour via Pakenham St, Short St and Market St.  

    Westbound detour via Market St, High St and Cliff St.

    As part of essential construction work in Fremantle, Water Corporation’s authorised contractor DM Civil is renewing ageing water pipes and upgrading the stormwater drainage network.

    This work will help secure the area’s water supply for decades to come and improve Fremantle’s stormwater capacity and prevent flooding and damage in the future.

    What is happening?

    Thank you for your patience and understanding while work continues to renew belowground ageing water pipes and upgrade the stormwater drainage network in Fremantle.

    Construction work is progressing on Essex Street, Essex Lane, Leake Street, Cantonment Street and Phillimore Street.

    We expect to be able to temporarily re-open the Leake Street and Market Street intersection by late next week following temporary road reinstatement. 

    We will have to come back in September to finalise the work on Leake Street, which will include pressure testing, service connections and transfers, decommissioning of the old service and final reinstatement. This will result in customer impacts – we will keep you updated.

    Construction work has also recommenced on Phillimore Street following the safe removal of what is believed to be an old stormwater drain.

    Work on the pipe renewal and drainage upgrade projects will result in customer and traffic impacts.

    When is this happening?

    Essex Lane between Collie St and Essex St (partial closure)

    Local access to driveways will now be permitted via Collie Street only.

    This will change as work progresses and Essex Lane will then become accessible via Essex Street only.

    Essex St between South Terrace and Marine Terrace (Eastbound lane closed)

    The westbound lane will remain open to allow one-way traffic to continue to enter. 

    The Essex Street and South Terrace intersection is fully closed.

    Local driveway access will be maintained, however there will be a decrease in parking bays. 
    Ongoing to early-September 2020
    Leake St between Market St and Pakenham St (full closure)

    Local traffic and deliveries access will be maintained via Packenham Street. 

    There will be a decrease in on-street parking bays.
    Ongoing to late-September 2020
    Cantonment St between Market St and Queen St (partial closure)

    The westbound lane of Cantonment Street will be closed. 

    Local driveway access will be maintained for the majority of time, with entry via Market Street.

    • Work will typically take place Monday to Friday and Saturday as required from 7am and 5pm
    • Traffic and pedestrian management will remain in place 24/7. Intersections will remain open and local traffic and deliveries permitted, where possible. Please see the Cantonment Street traffic flow map below for more detail.
    • Footpaths will remain open, where possible. If this is not possible, caution signs and detours will be set up.
    • There will be an increase in noise, dust, vibrations and activity in the area. There will be an increase in noise, particularly Friday 14 August 2020 on Cantonment Street while work is carried out to cut the asphalt. 
    • There will be a decrease in on street parking where construction work is taking place.
    • Driveway access may be temporarily restricted. While essential work is carried out in front premises, driveway access may be temporarily restricted. We will be in touch with customers directly impacted.
