Changes to traffic flow on Phillimore Street

Nairn Street partial road closure near Pakenham Street

South Terrace, Norfolk and Parry streets intersection change


Thank you for your patience and understanding as essential construction work in Fremantle progresses to upgrade the stormwater drainage network and renew ageing water pipes.

This work will help secure the area’s water supply for decades to come and improve Fremantle’s stormwater capacity and prevent flooding and damage in the future.

What is happening?

Fremantle Drainage:

The Phillimore Street full road closure will begin to lift in increments from Friday 16 October and over the weekend with a partial closure in place from Monday 19 October to mid November 2020. The partial closure will see Phillimore Street eastbound traffic lanes open and westbound traffic use the Short Street and Pakenham Street detour. For more, please view the traffic flow map below.

We will update you in the coming weeks regarding the Fremantle Drainage project timings. 

Pipes for Fremantle:

A small section of Nairn Street near the Pakenham Street intersection will be closed for final decommissioning work from 7am Monday 19 October to 5pm Tuesday 20 October. This will mark the end of pipe renewal work on Nairn Street.

Work is progressing on Norfolk Street with the construction work area to extend up to The Norfolk Hotel. This work is on track to be completed by mid-November.

Changes to the traffic light signals at the South Terrace, Norfolk Street and Parry Street intersection will be in place from 7am Monday 19 October to mid-November to prevent non-local traffic entering Norfolk Street. Entry onto Norfolk Street will be from Norfolk Lane.

Work is continuing on Marine Terrace between Cliff Street and Suffolk Street with work expected to be finished by late November.

A full reinstatement of High Street will be completed at a later date. We will continue to keep you updated regarding the duration and timing of this work.

Nairn Street  between Pakenham Street and Market Street (full closure)

A small section of road near the Pakenham Street and Nairn Street intersection will be closed.

Local and delivery access will remain open and driveway access will not be impacted. 

Access to Nairn Street will be via Collie Street only with local traffic to exit via Pakenham Street or Collie Street. 


19 October to 20 October

Norfolk Street (partial closure)

Construction work area to extend up to the Norfolk Hotel.

Changes to traffic light signals at the South Terrace, Norfolk Street and Parry Street intersection in place from Monday 19 October to prevent non-local traffic entering Norfolk Street.

Entry onto Norfolk Street via Norfolk Lane with the westbound lane to remain open to allow one-way traffic heading towards Marine Terrace.

Local and delivery access will be maintained. There will be a reduction in on-street parking bays. 

Driveways access will be maintained where possible.

19 October to mid November

Marine Terrace between Cliff Street and Henry Street (partial closure)

The eastbound lane is closed, however intersections will remain open where possible.



Ongoing to mid November

Marine Terrace between Henry Street and Suffolk Street

The majority of work will be undertaken within the verge and will have minimal impact on traffic.

The Suffolk Street and Marine Terrace intersection will be temporarily closed in late October. More information will be provided closer to the date.

Ongoing to mid November

Phillimore St between Market St and Pakenham St (full closure)

Eastbound detour via Pakenham Street, Short Street and Market Street.  

Westbound detour via Market Street, High Street and Cliff Street.

Ongoing to 18 October 2020

Phillimore St between Market St and Pakenham St (partial closure)

Phillimore Street eastbound traffic lanes will open.

Westbound traffic to use the Short Street and Pakenham Street detour.

19 October to mid November 2020

These timings are subject to change.


Customer impacts will include:

  • Traffic and pedestrian management will be in place and the area may experience congestion. 
  • There will be an increase in noise, dust, vibrations and activity in the area.
  • There will be a decrease in on street parking where construction work is taking place.
  • Driveway access may be temporarily restricted. While essential work is carried out in front premises, driveway access may be temporarily restricted. We will be in touch with customers directly impacted.
  • Work will typically take place from 7am and 5pm Monday to Friday, and Saturdays as required. This will allow for maximum productivity while offering the community some reprieve from the work on evenings.

We understand this essential work will impact nearby residents and businesses and apologise for the disruption. We will work closely with you to minimise disruption as much as possible.
